Dubai Unveils New Law to Regulate the Engineering Consultancy Sector
DUBAI, October 2025 — The Dubai Government has enacted a comprehensive new law regulating the engineering consultancy sector, aimed at ensuring the highest standards of quality, efficiency, and professionalism across all infrastructure projects in the emirate. The initiative further strengthens Dubai’s position as a global hub for urban development and innovation.
Announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the law establishes a comprehensive framework for the licensing, classification, and operation of engineering consultancy offices and companies operating within Dubai.
Oversight and Implementation
The Dubai Municipality has been designated as the regulatory authority responsible for implementing detailed regulations, monitoring compliance, and issuing administrative decisions pertaining to the sector.
The Municipality will oversee all matters related to registration, licensing, renewals, and the enforcement of disciplinary actions when necessary.
Among the key provisions is the introduction of clear and transparent criteria for obtaining and renewing engineering consultancy licenses. These include standards related to technical expertise, financial capacity, and ethical conduct, ensuring that only qualified firms operate in Dubai’s dynamic construction and infrastructure environment.
Accountability and Professionalism
The new legal framework also introduces a graduated system of penalties for non-compliance, ranging from official warnings to license suspensions and financial fines.
This structure reinforces a culture of accountability, integrity, and continuous improvement within the sector.
Officials noted that by standardizing procedures and strengthening oversight, the law will help streamline project approvals, attract specialized global talent, and align local practices with international benchmarks.
