Strengthening Freedom of Navigation and Regional Stability: Luigi Di Maio’s Strategic Mission to Riyadh

This was the central theme of the recent mission to Riyadh undertaken by Luigi Di Maio, the European Union Special Representative for the Gulf, as he engaged in high-level diplomatic efforts to reinforce the relationship between the European Union (EU) and the Gulf Cooperation Council (GCC).
During his visit to the Kingdom of Saudi Arabia, Luigi Di Maio convened with Deputy Foreign Minister Waleed Elkhereiji and GCC Secretary General Jasem AlBudaiwi, as well as EU ambassadors stationed in the region. These meetings, described by Di Maio as both “important and constructive,” were conducted against the backdrop of emerging security challenges and the urgent need for collaborative action.
Amidst ongoing military escalations and attacks targeting members of the GCC, Di Maio conveyed the European Union’s full solidarity with Saudi Arabia and its Gulf allies. He emphasized, “Military escalation and attacks against GCC must stop. Ensuring freedom of navigation remains a shared and urgent priority.” This call to action responds to the increasing risks facing maritime trade routes—critical to the stability and prosperity of both the region and the broader international community.
The discussions in Riyadh also explored tangible ways in which the EU-GCC strategic partnership can be enhanced to promote effective diplomacy, coordination, and joint action for regional stability. The European Union, Di Maio underlined, is fully committed to deepening its partnership with the Gulf nations. “The European Union stands ready to work with its partners in the Gulf to reduce tensions and safeguard regional security,” he stated.
Further reflecting on his engagements, Di Maio extended his gratitude to the Saudi media outlets for providing platforms to discuss these critical issues in depth, and warmly thanked Christophe Farnaud, the EU’s Head of Delegation in Riyadh, and his team for their exceptional support and cooperation throughout the visit.
